Following persoal from Secretary of State for Colonies for
Gimson,
Begins: Last thing I should wish is that you and your officers should have any feeling that administration arrangements you have worked out against time of liberation of Hong Kong are being lightly disregarded, or your forethought and initiative unwelcanod. I assure you that reverse is truc. But succession of experience we have had in latter period of war in Furope and in Far East has convinced II,M.G. that not only military requirements but also many other considerations such as financial, legal and supply make initial period of full military administration essential in present world-wide cmergency conditions, For these reasons decision was taken in case of Hong Kong many months ago to give military rank and shape to team of Civil Affairs personnel (including all suitable Hong Kong Government officers available) to function under service commander for period of military administration and to prepare for orderly eventual transfer to civil government as and when conditions permit. I am deeply appreciative of and full of admiration for all you have done, and I include other Hong Kong Officers working with you, I shall welcome your return home for leave and consultation with Colonial Office as soon as MacDougall arrives and Admiral Harcourt can release you, Ends.
